Council directs approval of rezoning for 4.83-acre parcel near 805 Stuart Avenue

The Lewiston City Council voted Sept. 22 to direct staff to prepare a reason statement approving a rezoning application (CNC 25-2) that would change an approximately 4.83-acre parcel immediately west of 805 Stuart Avenue from agricultural transitional (F-2) to general commercial (C-4).
Assistant City Planner Katie Hollingshead described the request and the parcel's context: the site is largely vacant farm land adjacent to an existing commercial corridor and a mixed-use planned-unit development. "A rezone to our general commercial C-4 zone would open up Mr. Carlton's ability to develop the property further, and allows for a higher variety of uses," Hollingshead said.
Applicant Steve Carlton spoke briefly, telling the council the separate filings were a paperwork error on his part and that his intent had been to rezone the larger assemblage earlier. "I meant to do the whole thing in the first place... so it just miscommunication with my gal that was doing it with me. So my fault. Totally my fault," Carlton said.
Councilors engaged in deliberation on the required findings. Councilor Wright and Councilor Forsman said the parcel is better suited for commercial use given surrounding retail, arterial road access and nearby higher-intensity development. Councilors noted there was no public testimony in opposition and that the Planning and Zoning Commission had unanimously recommended approval.
Councilor Schroeder moved to direct staff to draft the reason statement approving CNC 25-2 without conditions; Council President Klieberg seconded. The motion passed by voice vote with all councilors recorded as voting in favor (Council President Klieberg, Councilor Wright, Councilor Forsman, Councilor Schroeder, Councilor Spickelmeyer, Councilor Klein โ ayes).
The council also approved the first reading, by title only, of Ordinance No. 49-54, the implementing ordinance that would amend the official zoning map to remove the property from F-2 and include it in C-4; that first reading passed on a unanimous voice vote.
If the rezone proceeds, future steps will include subdivision review and engineering review where public works will examine road placement, access and infrastructure needs. Hollingshead reminded councilors that subdivision review (not the rezoning) is where the engineering and public works departments will require more detailed plans and road improvements before development may proceed.
