Resident returns to Clemons council to press for action on persistent rooster noise

Melanie Barnes Hicks, a resident of 1629 Springfield Lake Drive in Clemmons, addressed the Village Council during public comment to report ongoing noise and sanitation concerns from a nearby rooster and chicken coop.
Barnes Hicks said the rooster “crows all day” at intervals she estimated at least every 30 minutes and that the noise has prevented her from opening windows or using her backyard. She also said she has experienced a fly infestation and a strong odor since the coop was built, and that she brought video to demonstrate the disturbance.
A staff member told Barnes Hicks the council had spoken with her before the meeting and that “there is some movement in a direction but nothing definitive at this point,” and thanked her for returning to raise the issue. No ordinance change or enforcement action was recorded during the meeting; staff asked residents to await updates as the village considers possible revisions to its noise and animal ordinances.
Barnes Hicks said she wanted the council to know the problem persists and to be notified if updates to the village’s ordinances will be proposed. The council did not take formal action on the complaint during the meeting.
