Two candidates present to Edgecombe County commissioners for temporary District 7 seat; decision set for October

The board heard public presentations from two candidates for a temporary appointment to Commissioner District 7 but took no action; any appointment will be considered at the board’s October meeting and, if made, the new appointee would be sworn in at the November meeting.
John Manley introduced himself and outlined a long career in law enforcement and public service. “So you see I have a long life of public service,” Manley said, and described roles that included law-enforcement leadership and interim operational reviews for municipal agencies and a period serving at Elizabeth City State University. He also said he serves as treasurer for Owens Chapel Missionary Baptist Church and described training including attendance at the FBI National Academy and the North Carolina School of Government.
The other candidate, identified in the record as Mr. Wood, said he was born and raised in Edgecombe County and detailed a long local career in law enforcement, volunteer service on the county’s human services and social services boards and work with community health initiatives. “I know that I'm the best candidate,” Wood said, adding that he would serve temporarily and yield the seat if the incumbent returns.
County staff explained the personnel committee process used before the public presentations: on Sept. 16 the board’s personnel committee (Commissioners Harris, Powell and Thorn) conducted preliminary interviews and provided a written summary to the full board. Staff confirmed applicants’ eligibility in advance with the clerk and elections director, and the full board will make any appointment by majority vote at the October meeting if a quorum is present.
No motion or vote was taken on the appointment at the special meeting. Staff said whoever the board appoints will be contacted and prepared to be sworn at the November meeting.
