A consultant team told the Goldsboro City Council on Monday that the city’s primary public-safety complex shows pervasive building-envelope damage, aging piping and HVAC systems and recurring indoor-air concerns, and that comprehensive repairs would be equivalent to major reconstruction.
Ben Lewis of Kairos Project Group reported results of a building assessment of Station 1 and supporting facilities, saying the building envelope is compromised and that chilled-water and hot-water piping “has reached the end of its service life.” He warned that ongoing water intrusion and degraded insulation have contributed to mold and indoor-air-quality problems and that isolated HVAC fixes would not solve the root causes.
