Appleton to apply for TAP grant to develop citywide bike and pedestrian plan in 2026

APPLETON CITY — The Appleton City Finance Committee on Sept. 22 voted unanimously to approve Resolution 2025-14, directing staff to apply for a Transportation Alternatives Program (TAP) grant to support development of a citywide bike and pedestrian plan in 2026.
The committee voted 4-0 to authorize staff to submit the grant application (agenda item 25-1106). Alder Fenton asked whether applying for this TAP grant could conflict with the city’s pending Safe Streets for All application; staff advised that questions about the Safe Streets application should be addressed to community development and were not resolved during the finance committee discussion.
Debbie Durrington, speaking for staff, said the grant submittal deadline is mid‑October and noted that a municipal resolution of support is a standard requirement for the TAP application. The resolution before the committee directs staff to submit the application; any award would return to the city for acceptance and for any necessary budget amendments.
The committee approved the resolution without amendment and moved on to a separate TAP application for a trail project later in the meeting.
