Collierville hires Friese and Nichols for comprehensive plan on $500,000 budget

The Collierville Board of Mayor and Aldermen voted Sept. 22 to approve a professional services agreement with Friese and Nichols to prepare a comprehensive plan, with a not-to-exceed budget of $500,000, staff said.
Michael Clark, the town’s community and economic development director, told the board staff conducted a nationwide statement-of-qualifications process and assembled a broad selection committee including representatives from administration, transportation, engineering, utilities, fire, GIS and parks and recreation. Clark said Friese and Nichols proposed a team that includes HDR Inc., Pillars Development LLC and TXP and scored highest in the committee’s qualitative and quantitative review.
Clark said public engagement is a major cost element and that the $500,000 budget is intended to fund extensive outreach and a full, multi-discipline plan covering land use, transportation and utilities. "This budget is actually a good representation of what the needs are for the community," Clark said.
Aldermen asked about the possibility that the final contract would approach the not-to-exceed cap; Clark confirmed the contract is a not-to-exceed amount and described the scope and public-engagement emphasis. The board approved the contract by roll call with all voting members in favor: Aldermen Robbins, Hall, Jordan, Marshall, Stamps and Mayor Frasier.
