Council approves Gateway North special-use permit for Virginia Union affordable housing project

Multiple Virginia Union University students and alumni spoke in favor of the project during the public hearing portion of the consent agenda. Keyshawn Hardy, a student leader and former student trustee, told council the proposal “is about people” and said the project would help students and the surrounding neighborhood access affordable housing.
The ordinance, listed as 2025-173 on the consent agenda, was adopted as part of the package of consent items. Council recorded an affirmative vote and the clerk confirmed that the consent agenda block was adopted.
Speakers representing the university emphasized the project’s focus on units for renters at or below 60% of area median income and framed the special-use permit as a key step in addressing local housing needs for students and community members.
Councilmembers thanked the students and community supporters for their advocacy; several council members asked to be added as co-patrons on the ordinance during the meeting.
