Collierville approves $137,900 design amendment for Birch Library expansion

The Collierville Board of Mayor and Aldermen on Sept. 22 approved Amendment No. 3 to the professional services agreement with Walker Arc LLC for the Birch Library expansion, adding $137,900 to the design contract. Town staff said the change aligns the design with the board’s selected option and will fund additional design work and alternates that may be included if bids allow.

Town staff member Sam, the project presenter, said the original agreement (approved Sept. 2024) totaled $743,500 and covered full architectural services for a 23,000-square-foot expansion. Two earlier amendments — $11,800 in April 2025 and $7,500 in June 2025 — added $19,300, bringing the contract to $762,800 before the new amendment. "This amendment would take the total lump sum price to $900,700," Sam said.

At its August 2025 retreat, the board selected “Option 2,” which reduced planned building area to roughly 20,800 square feet, prompting design modifications. Staff said final construction drawings will follow the revised design and could require further contract adjustments if design changes cross specified thresholds.

The board approved the amendment by roll call vote with all members voting yes: Aldermen Robbins, Hall, Jordan, Marshall, Stamps and Mayor Frasier. No public comments were recorded on the item during the meeting.

The amendment covers schematic design, design development, code specifications and construction drawings; staff said alternate features could be added later depending on bid pricing and that additional modifications could require future amendments.
