At its Sept. 22 meeting the Kenai Peninsula Borough Planning Commission approved four land-record actions: a section line easement vacation (KPB file 2025-058B), two utility easement vacations (KPB files 2025-127B and 2025-120V), and the building setback encroachment permit described in a separate article (KPB file 2022-167, PC Resolution 2025-22).
Staff presented each easement vacation with maps and a written recommendation. For the section line easement vacation (file 2025-058B), staff said the request would vacate all section line easements within a proposed subdivision (Trust Land Survey 2025-07 West Coho Subdivision) and noted several dedications would accompany the preliminary plat; the record showed the state of Alaska Department of Natural Resources survey section was reviewing the vacation exhibit for filing.
For utility easement vacation file 2025-127B staff said 10-foot rear-lot easements from a 1956 Fairview Subdivision had been carried forward through later replats; the utilities within the easement had been removed and the utility providers were notified, with one provider requesting a 20-foot portion on the west remain. Staff noted the City of Homer had already approved the vacation on its August 6 agenda before the borough review.
For utility easement vacation file 2025-120V staff described multiple small anchor and sidewalk-line easements from Highland Bluff Subdivision (Plat HM 80-38) being petitioned for vacation and said if approved the vacation would be finalized by replatting the Highland Bluff Subdivision addition.
Each vacation was moved, seconded, and approved by the commission; staff recommendations and the associated findings were incorporated by reference in each motion. The commission recorded the approvals and directed staff to finalize the paperwork required to record each vacation.
The planning commission's plat committee also reviewed six plats that evening and approved them for referral or finalization as part of the meeting's committee report.
