Council awards $127,587 contract for 2025 storm structure maintenance

Dublin City Council on Sept. 22 approved Resolution 49-25 to accept the lowest and best bid for the 2025 annual storm structure maintenance program. Staff reported that the program addresses maintenance, rehabilitation and repair of curb and gutter inlets, catch basins and manholes across the city; 28 deficient storm structures were prioritized for repair via a scoring system used during inspections.
Bids and funding: The program’s 2025–2029 Capital Improvements Program included $170,000 for the annual storm structure maintenance program; the engineers’ estimate was $160,000. Two bids were opened on Sept. 3; Strauser Paving Company submitted the lowest and best bid of $127,587.25. Staff recommended acceptance and said the work should commence following contract execution and be completed by Nov. 14, 2025.
Technical context: Staff explained that a common failure mode for the identified structures was deterioration of mortar in the precast component and related brick/block supports, which caused localized collapse; many of the clustered failures dated from installations at the same time and were prioritized by condition scores.
Vote: Council approved the resolution by roll call. Staff will execute the contract with Strauser Paving Company and move forward with the repairs.
