Council approves amendment to 2025 appropriations with staff follow-up on two items

Dublin City Council on Sept. 22 approved Ordinance 40125, an amendment to the city’s annual appropriations for fiscal year 2025. The ordinance was presented as unchanged from its prior reading; staff said they provided additional follow-up information to council on two items in the accompanying memo.

Staff presentation: Matt Rubino, principal staff presenter, said there were no changes to the ordinance itself and recommended approval. He told council that staff had provided counsel follow-up information on two items in the memorandum but that the ordinance language remained as previously posted.

Council discussion: During the public hearing and council discussion, one council member questioned a proposed addition of a third consultant to the West Bridge Street corridor study at a cost described by the speaker as $120,000. Staff responded that adding the consultant would supplement — not replace — the current consultant team (MKSK and EMH) and that the additional consultant would provide a national perspective and address feedback from the East Bridge Street study and the Envision Dublin Community Plan. One council member said they did not believe the extra consultant was necessary; staff said the consultant would add expertise to reconcile policy statements in the Envision Dublin Community Plan and to provide a comprehensive view of the corridor.

Vote: The council approved the ordinance by roll call; no public comments were received during the hearing. The vote was recorded as affirmative on the roll call.
