The City Administrator summarized the budget presentation, noting that numbers would be updated after final ordinance actions. The administrator said the city’s recent spending spike reflected one-time construction projects in the enterprise fund, including work on the H6 Gravity Main, lift station and force main. The presentation described Hayden’s estimated population, parkland acreage, lane miles, property valuation, staff size, and a roughly 2.2% average annual population growth rate since 2010.
Staff described major fund structures: the general fund (supported primarily by property tax and other local taxes), an enterprise fund for sewer operations (customers pay rates and capitalization fees), and a major capital fund used to save for large purchases and infrastructure. Staff said the city proposes using roughly $120,000 from the capital fund next year for upgrades to a public works facility. The enterprise fund discussion noted a payment to HARPS (treatment operator under a joint powers agreement) and existing debt service from two bonds for wastewater upgrades.
There was no public comment during the hearing. The council moved to adopt the annual appropriation ordinance for the fiscal year beginning Oct. 1, 2025. The ordinance’s title, as read into the record, appropriated $42,859,978 to defray city expenses and authorized a levy sufficient to yield $2,688,946 for the fiscal year. On the roll call vote for adoption on first reading, Council member de Preece — yes; Council member White — no; Council President Rotor — yes; Council member Schaeffer — yes; Council member Dupree — yes.
Council members and staff said the ordinance will be updated in the published budget document after final appropriation actions and that adopting the ordinance now allows the city to begin the fiscal year on Oct. 1 with authority to pay bills.
