Bourbon County agrees to take over Mapleton’s North Union Street, orders patch now and planning for asphalt next year

The Bourbon County commissioners voted Sept. 15 to accept responsibility for North Union Street in Mapleton and authorized immediate patching this year, with Public Works directed to include the roadway in next year’s asphalt plan.
Mapleton Mayor Ron Burton and council member Mike Houston told the commission the half-mile stretch of pavement linking Redfield to Mapleton had deteriorated to the point of being dangerous to motorists and motorcyclists. Business owners and residents, including Alyssa Bazon and Jennifer Williams, described frequent vehicle damage and near-miss incidents. Public works staff and one commissioner confirmed the route is mapped by KDOT as a “major collector” and that the county has at times maintained portions of the road in the past.
The commission heard a cost estimate from staff — roughly $34,000 in material and about $2,200 in labor to repair the worst 2,326.5 feet — and discussed options ranging from a temporary gravel patch to milling and full repaving. After public comment, a commissioner moved that the county accept the 2,326.5-foot section of North Union Street as a county road, authorize Public Works to make immediate safety patches this year, and schedule the road for full rehabilitation in the next year’s asphalt plan. The motion was seconded and passed by voice vote.
Commissioners also discussed memorializing the transfer as a resolution so future boards will see the county’s commitment on the record. Public Works will assess whether the short-term response is a hot patch, a base-course repair or larger work, and will report back on scope and scheduling.
The county also agreed to coordinate with Mapleton officials on any legal or jurisdictional processes needed to formalize the transfer of maintenance responsibility.
The county did not authorize full repaving at the Sept. 15 meeting; commissioners said they would match the road against other county priorities when finalizing next year’s pavement list.
