Planning commission approves 24,803 sq. ft. J Rank expansion at 1993 Grover Parkway with conditions

The Mount Pleasant Planning Commission on Aug. 11 approved site plan review SPR-25-15, clearing a 24,803-square-foot addition to the J Rank facility at 1993 Grover Parkway subject to conditions including bicycle parking, exterior lighting controls and routine building-safety approvals.
City planning staff said the addition exceeds the administrative approval threshold (10,000 square feet) and requires commission review because of its size and location in Industrial Park South. The plan calls for a new shop attached to the existing building, additional gravel areas for logistics, pavement and fencing and utility connections.
Planning staff noted the surrounding uses are primarily industrial or agricultural and that the South Industrial Park Review Board granted its approval Aug. 22. Staff said there were no outstanding issues with setbacks, building standards, parking, landscaping, loading, trash enclosures or screening; the staff report called out only outdoor lighting for a specific compliance condition.
Pete Lorenz of Lorenz Surveying and Engineering, the project civil engineer, told the commission he had coordinated with MDOT, the county road commission and the drain commission on an on-site drainage tile and that each agency indicated it had no ownership interest in that tile. "I don't foresee any issues for us to comply with any of those requirements," Lorenz said regarding outstanding fire-department and utility comments.
On bicycle parking, Lorenz said he had originally shown 11 bicycle spaces but asked the commission to consider a lower number because he did not expect high utilization. Planning staff explained the city calculates required bicycle parking based on the scope of the new improvement rather than the whole site and determined three bicycle spaces were triggered by the addition.
Commissioners approved the site plan with conditions requiring (1) a minimum of three bicycle parking spaces; (2) exterior light fixtures with bulbs producing more than 600 lumens be fully cut off or shielded and directed downward; and (3) compliance with building safety, public safety and public works requirements. The motion passed by voice vote.
The approval does not include signage, which staff said will be reviewed separately by the building safety department, and staff will continue processing outstanding technical comments with the applicant before permits are issued.
