Garden City council approves ordinance amendment, lot splits, leases and other actions in unanimous votes

Garden City’s City Council on Monday approved a slate of motions and ordinances by unanimous votes, including an amendment permitting curbside pickup at licensed adult-use marijuana establishments, the previously reported Safe Streets for All action plan, three residential and commercial lot splits, a five-year postage meter lease and authorization to sell used police vehicles at auction.
Key outcomes
• Marijuana licensing ordinance amendment: The council amended chapter 124 (adult-use marijuana establishment authorization and licensing) to permit limited "outside use" for curbside delivery — a process in which customers order ahead, park in an assigned space and receive their purchase at the vehicle. Council member Hughes moved the ordinance amendment and it passed 7-0. The amendment applies only to the licensing chapter and does not change zoning rules governing marijuana uses.
• Safe Streets for All unified safety action plan: The council adopted the multi-jurisdictional action plan developed with McKenn and Associates and partner cities (Wayne, Inkster and Westland). Motion passed 7-0.
• Lot splits: The council approved three lot-split and combination requests: 32000 Ford Road (former Lincoln/Mercury property), 30427 Elmwood combined with the adjacent vacant Henry Road parcel, and a pair of properties on Marquette (32948 and 32924 Marquette). Each motion passed on recorded 7-0 votes.
• Postage meter lease: The council approved a 60-month lease with Pitney Bowes for an upgraded postage meter required by new U.S. Postal Service technology standards. The motion included the lease amount of $17,993.40 and passed 7-0. City staff said the increase reflects required hardware upgrades and use of a national procurement agreement.
• Police vehicle auction: The council authorized the police chief to sell surplus department vehicles at auction to recover fair market value; the motion passed 7-0.
• Calls for public hearings: The council set public hearings for two future agenda items: an ordinance amendment for mobile food vending (public hearing scheduled for Oct. 20, 2025) and a tax-foreclosure property conveyance ordinance for the sale of 2061 Inkster Road (public hearing scheduled for Oct. 20, 2025); both motions to call hearings passed 7-0.
• Consent agenda: The council approved consent agenda items A1 through A5 as presented by a 7-0 vote.
