County reports: opioid-settlement school program starting; shelter funds cut and rehousing contracts delayed

Monica, a county staff member, told the Human Services Advisory Committee that Clatsop County is preparing school-based behavioral-health supports funded by opioid settlement dollars. The program will place a certified alcohol and drug counselor (CADC) and peer mentors in schools; a contract for CBH is scheduled to go before the Board of Commissioners on Sept. 10 and county outreach to additional school districts is planned.
Monica also reported changes to shelter and rehousing funding. She said a state shelter funding program that had been temporary was reauthorized but at a reduced level; the county’s estimate in the presentation was of roughly a 7% funding reduction while providers remain required to maintain the same number of beds. Monica said the county is still awaiting the formal contract from the Oregon Housing and Community Services (OHCS) and expects it soon. Separately, she said the program formerly called the Oregon Rehousing Initiative has been renamed LTRA; contracts for that program are now expected in January, and some local tenants have been notified that funding may lapse on Oct. 1 unless interim steps are taken.
Public-health director Jill reported progress on community assessments and preparedness plans. She said the community health needs assessment (in partnership with Columbia Memorial Hospital and Providence Suicide Prevention) is wrapping up and that Clatsop County has submitted an equity plan; the climate-and-health adaptation plan and all-hazards deliverables are in progress with extensions filed where required. Jill said the state is providing incentive funding for certain public-health metrics this year and that the department will return to HSAAC for community input on several plans when deliverables are ready.
Ending: Committee members acknowledged the updates and asked for additional information as contracts and board actions are scheduled; Monica said she will provide the CBH contract for the school program to the board on Sept. 10 and follow up about the shelter and rehousing contract timelines.
