County approves Burns & McDonnell team to assess treatment plant operations and condition

Shawnee County approved a step-2 contract with Burns & McDonnell and CES Constructors for a 270-day operational and condition assessment of the county treatment plant to produce a prioritized list of upgrades.
The Shawnee County Board of County Commissioners on Sept. 22 authorized project step 2, contract C350-2025, with a team led by Burns & McDonnell and CES Constructors to conduct an operational and condition assessment of a county treatment plant.
Kurtney House, Public Works Director, told commissioners the assessment will evaluate plant operations, prioritize improvements and produce a menu of recommended upgrades. Staff proposed a 270-day timeline for the assessment, after which the county would receive a prioritized list of projects to bring the plant into Kansas Department of Health and Environment (KDHE) requirements and support the plant for the next 20'30 years.
House said funding sources include the remaining balance of a KDHE loan (about $1.0'$1.2 million available) and the Sherwood user-fee fund, with staff projecting approximately $3.8 million in the Sherwood account by year end (figures presented during the meeting). The board voted 3-0 to approve the contract.
Commissioners asked procedural questions and confirmed how the assessment fits into the larger design-build approach previously discussed. The contract approval allows the consultant team to begin the assessment work; subsequent project recommendations and construction scopes will return to the commission for approval.
