Carroll County commissioners hear public concern over Mountain View staffing as administrators outline nursing-home upgrades

A public commenter raised repeated concerns about staffing levels and turnover at Mountain View Community Nursing Home during the Sept. 22 Carroll County Commission meeting, asking the county to provide hiring and reporting data and saying Medicare ratings show low staffing scores.

County staff and commissioners responded with project and budget updates that included executive-council approval of a change of scope allowing $1.9 million for a laundry addition at Mountain View and funds for equipment and resident beds. Commissioners approved a $25,954 sole-source purchase of an updated nurse-call system from SMD Incorporated, and they approved a contract change order reduction to the county water system project that lowered the project price by $7,603.93.

The public commenter said the nursing home’s Medicare staffing metric was poor and requested records about hires and separations. County staff said they would process a right-to-know request and follow up on details such as how many recent hires were full-time versus per diem staff. Commissioners did not take additional immediate action on the staffing metric; the comment was recorded during the meeting’s public-comment period.

County administration reported that the governor’s executive council had approved a $1.9 million change of scope to allow construction of a laundry addition at Mountain View Community Nursing Home, with about $1.7 million dedicated for the addition and the remainder for equipment and resident beds. Facilities staff said state processes and the COF/ER project steps are moving forward and credited coordination with state offices for helping secure the approval.

On a separate facilities item, the commission approved a reduction in a pending water-system change order tied to the facility project. The board voted to reduce the contract amount by $7,603.93, bringing the adjusted contract total to $543,396.07; the reduction reflected a specification change from a solenoid valve to a motorized ball valve and the decision to use divers for tank inspection rather than establishing a temporary water source.

For equipment paid from the COF/ER allocation, county staff requested a waiver of competitive bidding for a proprietary nurse-call upgrade; the board voted to waive the bid process and award the $25,954 contract to SMD Incorporated, consistent with the administrator’s statement that the system is sole-source and proprietary.

Commissioners and staff said construction and equipment purchases will be coordinated with nursing-home leadership, and staff pledged to provide follow-up information requested during public comment. The meeting record shows motions to approve the change-order reduction and the sole-source award passed by voice vote.
