MPO staff announces INDOT and federal approval of TIP/STIP; board authorizes signatories for federal functional class changes

MPO staff reported INDOT, FHWA and FTA approved the 2026–2030 TIP and STIP; the board authorized staff to circulate and collect signatures from affected local elected officials for proposed federal functional classification changes following the decennial review.
Tippecanoe County MPO staff told the policy board on Sept. 11 that INDOT, the Federal Highway Administration and the Federal Transit Administration have approved the MPO’s 2026–2030 Transportation Improvement Program (TIP) and the corresponding State Transportation Improvement Program (STIP).
Staff also presented a countywide review of federal functional classification changes — a decennial process after which local functional classifications of roads are updated for FHWA records. MPO staff said the review resulted in a proposed federal functional class map and that INDOT requires a short application and a letter from the MPO and the affected local heads of government (mayor, county commissioners and town officials). The board voted to authorize the mayor and other listed local officials to sign the required letter and submit the application to INDOT.
Doug (MPO staff) said the adoption of the TIP/STIP and completion of the functional class package are the culmination of a multi‑year process involving technical review and coordination with INDOT.
