Pickers said the first rollout is planned for Veterans Day with banners taken down shortly afterward; he recommended banners be installed before Memorial Day and removed after Veterans Day in future years to protect the fabric from weather. He described a family-funded model: families would pay the cost of each banner (he estimated "maybe $40") and the county would buy brackets and produce minimal promotional literature. An anonymous donor has agreed to fund the first batch of banners to generate interest; that initial set will prioritize veterans the presenter described as particularly notable, such as those killed in action or prisoners of war.
Pickers said the initial display will be limited to county property around the courthouse, which has 15 light poles and room for double brackets to hold up to 30 banners; he added the county might later expand onto city streets with mayoral agreement if the program grows. He also said he would make a courtesy call to the utility company to confirm bracket installation is acceptable.
Commissioners and staff raised no objections; Pickers encouraged families to supply photos and said banners would be returned to sponsors after the display period.
