County highway staff recommended purchasing a Caterpillar M320 excavator through Sourcewell cooperative purchasing to avoid a separate bidding process and to put the machine on order for next year. Staff said Sourcewell pricing is pre-approved government pricing and the excavator would be delivered next year.
County legal/staff noted that use of Sourcewell and the decision to go to bid for pickups complies with Indiana competitive-bidding laws cited in the meeting: Indiana Code 36-1-7 and Indiana Code 5-22 (competitive bidding statutes were referenced by staff during the discussion).
A commissioner moved to approve the excavator purchase; another commissioner seconded. Commissioners indicated approval by voice vote. The board also approved a motion to direct Superintendent Holden to put pickup trucks out to bid; that motion also received a second and was approved by voice vote.
Staff said the excavator will be paid from equipment funds and that pickup truck solicitations will be prepared with detailed specifications; if bids cannot be awarded this year, staff will carry the purchases into next year’s budget.
