Council adopts amended clerk budgets after multiple line‑item reductions and policy questions on overtime and postage

County Clerk Nicole Brown reviewed multiple components of the clerk’s 2026 budget on Aug. 27, including general fund operations, the record‑perpetuation fund, voter registration (part of the election fund) and the county election board budget. The council made several amendments to nonpersonnel lines and discussed staff pay pressures and overtime usage.

Brown said collection efforts by her office produced $209,582.90 in the past 365 days (money to the general fund) and summarized that the office took internal reductions before meeting with council liaisons. She said several spending categories support both clerk functions and court mailings; some lines are periodically used to process court‑related mail.

Councilors and the clerk negotiated a series of reductions and reallocations during the meeting. Key line‑item changes the council adopted included: printing and subscriptions set to $12,500 (from a higher amount requested); training and travel reduced (final amounts varied across motions, e.g., clerk training/travel ultimately moved to $4,000 for certain lines during the session); postage moved from earlier higher requests to $10,000 after discussion; office supplies reduced to $20,000 for the clerk general fund; overtime for the clerk general fund was amended from a proposed $20,000 to a compromise $15,000 after a council amendment and roll‑call vote (motion passed 6–1). Councilors emphasized they wanted to limit automatic transfers into an overtime line and discussed drafting a resolution requiring council review for transfers into overtime lines across departments.

For the clerk’s record perpetuation fund (used to preserve and digitize records), Brown said the fund is monitored carefully and that the office intends to spend only what is necessary; that fund’s 2026 appropriation was advanced by council without reduction. For voter registration, the council advanced the voter registration budget as presented; an election board member attending virtually requested further review and asked to discuss details at the board’s next meeting — council members agreed the board will have an opportunity to review and submit questions before final budget adoption.

The council and clerk discussed personnel pressure and comp‑pressure in the clerk’s office; Brown noted she is several positions below predecessor staffing levels and described the use of compensatory time and the restrictions set by commissioners on comp caps. Councilors urged caution in cutting overtime lines but recognized employees’ need for livable pay.

After the amendments, the clerk’s general fund budget and election‑related budgets were advanced for further processing; council members asked the clerk to provide back‑up detail on contractual obligations and postage vendor costs if questions persist.
