Minutes and agenda - The board approved minutes for the June 18, 2025 regular meeting and the Aug. 21, 2025 regular meeting after directing staff to review and add more detailed ex parte disclosure language for the Aug. 21 meeting. (Vote: unanimous.) - The board approved an amended agenda acknowledging two continuances: HP2025‑0057 (certificate of appropriateness requested continued to Nov. 20, 2025) and HP2025‑0011 (continued to Oct. 16, 2025). (Vote: unanimous.)
Certificates of appropriateness and minor projects - HP2024‑0045 (11 Garnet Avenue): Applicant requested a one‑year extension of a certificate of demolition for a 1940 garage apartment; staff recommended approval because the extension was timely and conditions of the original final order remain in force. The board approved the one‑year extension. (Vote: unanimous.) - HP2025‑0059 (226 Charlotte Street): Approved a certificate of appropriateness to alter porch steps and continue existing wood railings along the Charlotte Street façade, with a condition that materials be wood to match existing. (Vote: unanimous.) - HP2025‑0063 (154 Avenida Menendez): Approved replacing an existing wood louvered gate with a custom decorative wrought‑iron double leaf gate mounted within the existing masonry wall opening; staff noted wrought iron is not directly addressed by the guidelines but found the simple design compatible if HARB concurs. Several board members spoke in support and the motion passed. (Vote: unanimous.)
Procedural notes - Staff reiterated that approvals of certificates of appropriateness carry conditions (materials, mockups, permit conformity) that must be met at the COA and permit stage; the board asked staff to ensure permit applications align with HARB approvals.
