Fulton County commissioners order rebid for courthouse cleaning after varied proposals

Fulton County commissioners voted Sept. 15 to rebid the county’s courthouse cleaning contract after opening sealed proposals from three firms and finding the bids were not directly comparable.
County staff opened multiple sealed bids at the meeting, showing proposals that ranged from roughly $75,000 to $105,000 annually depending on frequency and services. One local bidder, Reinholtz Cleaning LLC (listed in the packet as “My Main Mate / Reinholtz Cleaning LLC”), offered three options: a three-times-per-week service at about $75,000, another three-times-per-week option priced at $85,000, and a five-day-per-week option at about $105,000. A second bidder (Dull’s Cleaning Service, from Plymouth) submitted a five-day, all-buildings bid totaling about $96,000 but indicated a possible start date of Oct. 15. A third vendor’s totals were in a similar five-day range; commissioners said two five-day bids were nearly identical in price.
Commissioners discussed whether to accept the lowest five-day bid or to pursue a lower-cost three-day schedule some bidders offered on their own. Several commissioners said a three-day schedule with targeted Tuesday/Thursday touch-ups could yield roughly $30,000 in savings compared with the quoted five-day plans, but they agreed the bids must be apples-to-apples for a lawful selection.
A motion to rebid the cleaning contract with written, identical specifications for a three-day-per-week cleaning schedule (including required trash, restroom cleaning and other minimum tasks) and to ask Reinholtz and the other bidders to submit comparable three-day bids passed 3-0. Commissioners acknowledged the county will likely be without outside cleaning service for about two weeks because of existing 30-day notices and vendor start-date constraints; commissioners discussed interim arrangements such as staff handling trash removal.
Commissioners instructed county staff to prepare standardized specifications and to solicit revised bids with a one-week turnaround so the board can open and act on them before the next regular meeting.
