The ordinance text presented to the commissioners says the Fulton County Highway Department and the Fulton County Sheriff completed a traffic study of the corridor and directs the highway department to post appropriate speed-limit signs at the location. Commissioners approved a motion to conduct the second reading by title only; that motion carried unanimously.
County staff discussed whether the ordinance itself must carry an explicit penalty clause. A county official said prior practice has been to cite the applicable Indiana Code (IC) provision on tickets rather than include a penalty provision in the local ordinance; that approach would require three readings but — depending on publication decisions — might avoid publishing the ordinance for penalty purposes.
Because the ordinance is being processed as a local speed-zone change, commissioners said they expected to complete a third and final reading at the next regular meeting to enact the change. No final adoption vote was recorded at the Sept. 15 session.
The highway department also provided updates during the meeting on ongoing pavement and bridge work in the county, including shouldering, millings, and a bridge deck scheduled to be poured; commissioners said the bridge work was on track for an October 1 milestone.
If adopted after the final reading, the new 40-mph zone would take effect as provided in the ordinance language. Commissioners did not debate alternate speed values during the session; questions focused on procedural steps for readings and publication.
The county did not provide an exact enforcement start date beyond the publication/reading schedule; commissioners directed staff to proceed with the required readings and sign-posting plan.
