City receives fall reports from six boards and commissions

Liz Carraway (city staff) told the council the packet includes a cover letter, summaries, responses to work plans and suggested future goals. The six boards included in the report were the Airport Advisory Board, Animal Services Advisory Board, Civil Service Commission, Citizens Police Advisory Commission, Emergency Services Advisory Board and the Planning & Zoning Commission.
Highlights the staff presentation cited: - Airport Advisory Board: reviewed airport hangar leases, grants and bulk fuel supplier issues; received updates on storm repairs and upcoming airport construction. - Animal Services Advisory Board: focused on chapter 6 animal and public ordinance issues, recommended fees for spay/neuter programs and supported a pet-initiative program. - Citizens Police Advisory Commission: received executive summaries on police activity and presentations on mental-health programs, e-bikes, the bicycle unit and departmental strategic planning. - Civil Service Commission: administered entrance and promotional exams (five police entrance exams, one fire entrance exam, three police promotional exams, two fire promotional exams) and heard promotional appeal hearings, operating under Chapter 143 and local civil-service rules. - Emergency Services Advisory Board: received presentations from the Bell County Communications Center and emergency management, reviewed the fiscal-year 2026 budget process and participated in community outreach events and apparatus tours. - Planning & Zoning Commission: reported review activity including plats, zoning cases, code amendments, neighborhood planning and seven annexations; the commission also recommended training for commissioners and additional presentations on the Unified Development Code.
