Monrovia moves forward on LED streetlight conversions and adopts citywide maintenance assessment district

Monrovia city staff told the council on Sept. 16 that Southern California Edison will contract to convert up to about 60 percent of the city’s streetlights to light-emitting-diode fixtures, and that Monrovia staff will work with Edison’s contractor on further conversions and on a locally preferred color temperature.
Separately, councilmembers adopted the Monrovia Citywide Lighting, Landscaping, and Parks Maintenance Assessment District No. 2025-1. Staff framed the assessment district as a funding mechanism for ongoing lighting, landscaping and parks maintenance; materials discussed a multi-year assessment plan and indicated residents or property owners in the proposed district could find assessment details on the city website. The motion to form the district was recorded in the meeting transcript as adopted by unanimous roll-call vote.
During discussion staff and council noted construction projects under way on Mountain Avenue and Peck Avenue and announced a Route 66 mural dedication event. Staff also described next steps for implementing the assessment district and directed property owners to the city’s online materials for parcel-level information and timelines.
The council did not record any changes to the assessment terms at the meeting; staff will return or post implementation materials and timelines as required by the assessment process.
