Consent agenda: The council approved a consent agenda covering minutes, material claims, treasurer’s report, and a mayoral reappointment to the Pocatello Arts Council (Delina Foster, term 10/21/2025–10/21/2028). The council also adopted a revocation of an earlier decision to vacate a right of way at Santner Lane after the adjacent owner rescinded the application, and approved a planned-unit development request for Northgate Ridge (approximately 20.41 acres east of Portniff Urgent Care at 2850 Olympus Drive) for about 283 lot-line townhomes and common areas; one consent item (agenda item f) was omitted from the motion at the bench.
US DOT grant: Council authorized submission of a U.S. Department of Transportation Innovative Finance and Asset Concessions grant application for a transload facility feasibility analysis at Pocatello Regional Airport; the application describes total project costs of $1,000,000 and stated no city match would be required. The council authorized the mayor to sign grant documents if awarded, subject to legal review.
Police union collective bargaining agreement: The council adopted the FY2026 collective bargaining agreement with the Fraternal Order of Police, local lodge number 13. Heather Buchanan, human resources director, said the estimated fiscal impact of the new pay table for sworn officers was about $525,000 (estimate subject to change). The council recorded a roll-call vote approving the agreement and authorized the mayor to sign documents, subject to legal review.
Surplus property exchange: The council declared a 0.11-acre parcel and an adjacent vacated portion of Lincoln Avenue as underutilized and expressed intent to exchange those city-owned properties for real property of equal or greater value owned by Jack Brennan, under Idaho Code Title 50, Chapter 14 (conveyance of property). The motion authorized the mayor to sign applicable documents, subject to legal review.
Airport lease: The council adopted a resolution approving a lease with RDM On-Site and Infinite Hydraulics for about 4,208 square feet of warehouse space at the airport for cold storage. Lease term is five years with a starting rent of $553.80 per month, annually adjusted by CPI with a full rate review in 2026 and every five years thereafter.
Use agreement for historic tours: Council approved a use agreement allowing Historic Old Town Pocatello Foundation, Inc. access to the old downtown bus depot for investigative research and operation of 2025 haunted-history walking tours; Pocatello Regional Transit will allow use and staff described the bus depot as a “hot spot” for the tours.
Construction contract award: The council awarded construction-manager/general-contractor (CMGC) services for a new Riverside Golf Course clubhouse to Construction Services Incorporated, accepting staff recommendations and authorizing the mayor to sign contract documents; funds for the project are allocated to the golf capital improvement project fund.
Each of the above items was moved, seconded, and adopted by roll call; individual roll-call tallies were recorded in the meeting minutes.
