The leadership elections and permit action occurred during a regularly scheduled meeting where six board members were present, giving the board a quorum. Members voted unanimously to advance the permit to first reading, with a clerk reporting “you have 6 yes votes.”
Board members opened the meeting by taking nominations for chair. After nominations were called, members voted in favor of Rick Carver to serve as chair. The board then took nominations for vice chair and voted in favor of Commissioner Misty Davis.
The board approved the meeting agenda (motion by Stacy Martin; seconded by Earl McMahan) and approved the minutes (motion by Dawn Reagan; seconded by Misty Davis). Both procedural items passed on voice/electronic vote; a staff member reported six yes votes on the recorded actions.
Under new business, the board considered an off-premises beer permit application for Route 129 Smokehouse at 106 Calderwood Highway in Maryville. A motion to move the item forward for first reading passed with six yes votes; the board recorded the first reading as approved.
The board set its next meeting for Thursday, Oct. 9, 2025, at 5:30 p.m., and then adjourned.
