The Michigan Board of State Canvassers voted to approve a de minimis change to the ES&S ExpressVote voting system to allow replacement of a bracket that holds an internal motor in the tabulator. Board staff explained the change was considered "de minimis" because it does not materially alter system reliability, functionality, capability or operation and therefore does not change certification under laboratory testing rules unless the EAC or test lab finds otherwise.
The deputy director described that the existing bracket has reached end of life, the current part is no longer produced, and a replacement bracket is needed in several counties. The board moved and approved ECO1185 for use with the ES&S ExpressVote system for Michigan. The vote was recorded as passed unanimously.
The board’s action authorizes the bureau to permit the necessary part replacement in the seven affected counties; staff will notify election officials and monitor any test‑lab determinations should the test laboratory or EAC find the change non‑de minimis.
The board did not take any additional action on other voting‑system matters at this hearing.
