USBE details CTE generic teacher ID and CACTUS sunset; LEAs should finalize teacher records by Oct. 13

What LEAs need to know
- House Bill 477 and the CTE generic ID: House Bill 477 permits LEAs to hire unlicensed educators to teach any Career and Technical Education course. USBE staff said LEAs may use a single Cactus generic teacher ID for those assignments; the ID is an SIS placeholder and does not import to CACTUS as a teacher assignment. LEAs remain responsible for required background checks and local board approval for those educators. USBE noted that teachers associated with a generic CTE ID do not qualify for associated add‑on funds such as ESSA teacher add‑ons.
- CACTUS sunset and system migration: CACTUS RDS access will sunset October 14, 2025, and teacher access to myUEN will end November 30. LEAs will receive teacher data via the new USIMS interface once it is ready; USBE said they will continue to process teacher records during the transition but urged LEAs to submit CACTUS requests in time for processing.
- October cutoffs: USBE reminded LEAs that the last date to request CACTUS processing with guaranteed funding impact is October 1 for the CACTUS-to-funding cycle and that some CACTUS/board-approval dates must precede the October 13 funding pull. USBE staff said to check ethics/background clearance dates and board approval dates to ensure teacher requests complete before the funding cycle.
