USBE outlines Utah Fits All provider responsibilities, 993 school-code requirement and parent role in disenrollment

USBE staff walked participants through how Utah Fits All scholarship awards are processed, how cross‑enrollment conflicts are validated, and what providers and LEAs must do to keep UFA enrollments, funding and reporting accurate.

The process and parent responsibility

USBE explained that the vendor Odysee provides lists of awarded UFA students to the state. USBE cross‑checks those awarded lists against public-school enrollments and returns cross‑enrollment results to Odysee, which then notifies parents. If a parent has been awarded a scholarship, the parent must accept the award and decide whether to remain enrolled in public education courses or to disenroll in order to qualify for the scholarship; USBE said the parent’s decision controls subsequent steps.

Use of the dedicated 993 school number and validation errors

USBE staff said UFA provider LEAs that enroll scholarship students in their SIS must send those records to the state using the dedicated school number 993 (a non‑public-school code). Any course offerings intended to be reported as UFA must be associated with that 993 school number. USBE said the 900‑range school numbers in the state schema are reserved for non‑public reporting (homeschool, private, BIE, etc.) and that 993 should be used for UFA.

USBE also described a new validation (error code 20) that will flag cross‑enrollment: if a student appears to be enrolled in a UFA (993) course at one LEA but has residual public enrollment at another school, both LEAs will receive an error notice and must reach out to the parent to resolve the conflict. USBE said these validation checks are being released to production as adoption of the 993 approach ramps up and expected the validation to be active within the coming week.

Provider obligations and extracurriculars

USBE reminded LEAs that scholarship students are entitled to certain extracurricular activities similar to homeschool/private-school students, but the state cautioned that whether an activity is reportable as public education or as nonpublic/UFA depends on how the course or activity is reported in the SIS. Components that providers must make available in their program materials include fee schedules and liability coverage descriptions. USBE said providers must not deny a scholarship student access to teams, auditions or extracurricular programs solely because the student uses the scholarship.

Operational impacts and concerns raised by LEAs

District data and enrollment staff raised concerns about the operational burden of creating a parallel 993 school, including: maintaining separate rosters so teachers must switch school views to find UFA students; attendance/checkout and emergency-roster concerns when a student is registered only under 993; teacher grade storage and transcript handling; and logistics for remote-enrolled students who physically attend a boundary school class.

USBE response and next steps

USBE acknowledged those operational complications but said the 993 approach is how the state is meeting legislative and board-level requirements to keep UFA student datasets separate from public-school data. USBE offered a short adoption window (about one week) for LEAs that are UFA providers to adopt 993 reporting and said staff will make themselves available for follow-up meetings and technical help during that period.
