Benbrook awards $259,369 contract to Patcon Services for Dutch Branch low-water crossing improvements

Benbrook City Council on Sept. 18 awarded a $259,369 contract to Patcon Services LLC to reconstruct the low-water crossing at Dutch Branch Park on Lake Shore Drive.
Public Service Director Bennett Howell told the council the underdrain and crossing structure are deteriorating and the project’s goal is to reduce the amount of stormwater that flows over the crossing during heavy rains so closures are less frequent. Bids were opened Aug. 14; the low bidder was Patcon Services LLC at $259,369. Other bidders and their amounts were Rock Solid ($273,290), Coronado ($287,483), Aiken ($293,895.70), A and B Water ($325,234.48) and For or Veil ($381,359).
Howell described the work as raising the concrete and asphalt about a foot to increase the volume of water the structure can convey; he said the U.S. Army Corps of Engineers limited how much change the city could make on the crossing. Councilmember Doctor Marshall asked how much higher the crossing would be; Howell said “about a foot.” The contract award anticipates a roughly three-month construction duration once work begins and will require closing the road; the city will post advance warning and detour information.
Councilmember Mr. Addison moved to award the contract to Patcon Services LLC for $259,369; Mr. Tyner seconded. The motion carried unanimously.
Project implications and next steps The award authorizes the city to execute the contract with Patcon Services LLC and schedule construction. Staff indicated the road will be closed during construction with advance signage and detours to notify regular users. City staff will coordinate any required Corps of Engineers approvals and issue a construction schedule to the public when available.
