The Calcasieu Parish Police Jury adopted a series of resolutions, contract awards and appointments during its regular meeting Sept. 4. Most items were approved by motion and voice vote with no recorded roll call tallies; the clerk announced each item "carries." One ordinance authorizing condemnation and demolition of a house at 2913 Crockett Street in Westlake was deferred 60 days at the request of staff.
Key actions approved by the jury included resolutions and agreements for water, drainage and road projects, acceptance of construction bids and selection of professional services. The jury adopted a sale agreement for the Mallard Junction Water Treatment Plant and improvements for Water Well No. 4; accepted a donation of a permanent drainage and maintenance servitude for Lakeview Drive; approved a permanent public facility servitude for the East Calhoun Parish consolidated waterworks project; and approved an act of sale with temporary construction servitude for the Carlos Drive bridge replacement project.
The jury approved right‑of‑way expropriations and servitude agreements tied to the Old Spanish Trail waterline upgrade and authorized professional engineering contracts, including for the Right Road detention project. It approved a cooperative endeavor agreement for the LA 1256 at Carlos Drive intersection improvements and authorized the Waterworks District No. 1 of Ward 1 to proceed with revenue bonds for system improvements.
On procurement and project closeouts, jurors accepted the low bid of Sienna Construction for the Bellfield Ditch multi‑road crossing replacement project in the amount of $2,862,115.50; accepted East Tampere Road and Tom Hebert Road bridge replacement projects as substantially complete; recommended Porsche May Architects for the Calhoun Public Works East Safe Room architectural contract; and recommended Aptum Constructors for emergency standby products and services.
The jury also handled appointments and reappointments across special districts and boards: it reappointed Brian Abshire as the Calcasieu Parish representative to the Louisiana Local Government Environmental Facilities and Community Development Authority; reappointed waterworks and fire district board members; and approved multiple district and harbor appointments as listed in the meeting agenda.
Other actions included authorization for Samuel Gabb to execute settlement documents related to matters involving opioids; approval of grant award execution documents for State Homeland Security Grant Program and Emergency Management Performance Grant funds; and acceptance of a contract for Continuum of Care program funding. The jury authorized advertisement for proposals for external audit services and approved payment of current invoices.
