The Calcasieu Parish Police Jury approved a slate of routine permits, rezoning and construction‑related resolutions and accepted multiple bids during its meeting.
The jury approved one new liquor/beer permit application and ratified two special event permits. Members also approved a rezoning request for the 2300 block of Mossville Way in Ward 4 from agricultural to light industrial to allow industrial development. The jury authorized the division of planning and development to notify owners of several properties to appear at a public hearing Nov. 6, 2025, to show cause why structures should not be condemned (addresses on Gulf Highway, Hargrove Loop, Barrow Road, Pine Knowles Street and Gerald Drive).
Members approved minutes of the Aug. 21, 2025, regular meeting and adopted a cooperative‑endeavor resolution concerning the Calcasieu Parish Corner and a separate resolution authorizing the Calcasieu Parish Public Trust Authority to issue revenue bonds for an Imperial Calcasieu Human Services Authority project; a juror recused from the Corner item and that was recorded in the minutes.
The jury adopted resolutions approving permanent utility servitudes with temporary construction servitudes for the East Calcasieu Parish consolidated waterworks project and authorized expropriation resolutions for right‑of‑way and servitudes on multiple projects including the East Calcasieu consolidated waterworks project, Ham Reid Road extension phase 2 and the Old Spanish Trail waterline upgrade.
The jury approved a professional architectural contract for engineering building improvements and authorized submission of a Department of Housing and Urban Development grant application for a Family Self‑Sufficiency program. A cooperative‑endeavor agreement for the Continuum of Care permanent supportive housing initiative was also approved.
On procurement, the jury accepted bids for water level monitoring station parts from Blue Water Design Technologies, Campbell Scientific, Hydrolynx Systems and OTT HydroMet; accepted a low truck bid from Bolton Ford in the amount of $136,248 for a 1½‑ton extended cab long‑wheelbase dually with mounted sign body; and approved bids for the East Calcasieu Parish consolidated waterworks project phase 5. Bids for the Old Spanish Trail waterline upgrade project phase 2 were rejected due to budget constraints and the jury authorized readvertising.
The jury accepted the Epps Library hurricane replacement project and the West Freon Lake Road and Veil Road project as substantially complete. During the meeting juror J. Landry asked for an upcoming update on an "IPA situation"; staff said the matter was in progress and the jury recessed briefly to continue business.
