Planning commission approves rezoning cleanup, denies Hemisphere Lane mobile-home request; minutes adopted

The Livingston Parish Planning and Zoning Commission on Sept. 4 adopted minutes from its Aug. 7 regular meeting and took votes on several rezoning requests, approving most as cleanup actions and denying one contested request affecting Hemisphere Lane.
The commission voted to adopt the minutes from its Aug. 7 meeting. The motion to adopt was moved by Commissioner Burns and seconded by Commissioner Dana; the roll-call vote recorded yes votes from Engler, Clemons, Wax, Dana, Burns, Farris and Long; Commissioners Erde and Guidry recorded abstentions. The motion carried.
On case 25-38 (9102 Dabney Drive, parcel 0093302), a rezoning described by staff as “cleanup” of two lots that had history of commercial use, the commission approved the request. The motion passed on a roll-call vote with all present members voting yes.
On case 25-39 (10075 Hemisphere Lane, parcel 0065482), the commission denied a rezoning request from R-2 to R-1 after an extended public hearing in which multiple neighbors opposed allowing a manufactured/mobile home in a named subdivision. Commissioner Danner made the motion to deny; Commissioner Wax seconded. The roll-call vote recorded unanimous yes votes to deny.
On cases 25-40 (29663 S. Satsuma Road, parcel 0237073) and 25-41 (29659 S. Satsuma Road, parcel 0237073A), both small-neighborhood-business (SNB) or AG-to-R-1 cleanup requests involving adjacent properties owned by family members, the commission recommended approval to the council. Commissioners approved both motions; Commissioner Wax recorded an abstention on each vote. Staff and commissioners noted that one of the affected lots is smaller than the R-1 minimum and would need a lot-line adjustment or other planning action at the time of development.
