Planning board continues Mastriano Group site-plan to Oct. 2; waivers, cistern size and stormwater questions remain

The Planning Board continued review of a proposed commercial contractor-base development at 180 Route 125 after hearing presentation of revised plan materials and two waiver requests.
Ryan Lavelle of Lavelle Associates presented plans on behalf of the Mastriano Group, describing a roughly 2.77-acre parcel with an existing dog daycare and a previous auto-sales plan adjacent. The current proposal is for a six-bay contractor-base building intended for electricians, plumbers and other small contractors. Engineering Alliance prepared the bulk of the plan work; Lavelle said his firm and Engineering Alliance had provided revised responses to the town’s peer reviewer (TEC) and that test pits for a new combined septic system had been completed.
The applicant requested two waivers: (1) a reduction in required cistern capacity from 30,000 gallons to 15,000 gallons, citing an adjacent site’s similar waiver and close proximity of existing cistern infrastructure; and (2) a waiver from the town’s stormwater rule requiring high-intensity soil mapping, arguing that test pits and engineering judgment provided sufficient site knowledge. Board members said they had not received written correspondence from the fire department confirming the cistern arrangement or review of engine turn radii and therefore could not act on the cistern waiver in the absence of that documentation.
Members also discussed TEC’s comments on stormwater, the need for a maintenance program for drainage features, and town-engineer inspection/escrow options to ensure ongoing upkeep. The applicant agreed to obtain and submit the requested letters — including confirmation from the fire chief on turning radii, cistern location and firefighting water needs — and to provide the town engineer with the revised drainage materials.
At the meeting the board voted to continue the application to a future date after additional reviews. A board member moved to continue the site-review hearing to October 2; a second was recorded and the board voted in favor.
Ending: The board continued the Mastriano Group application to Oct. 2 to allow time to obtain fire-department correspondence, TEC and town-engineer review of drainage calculations, and any other outstanding technical materials. The applicant was advised to return with the requested letters and an updated maintenance/inspection plan for stormwater infrastructure.
