The Concord City Planning Board on Sept. 17 granted minor site-plan approval for a 2,466-square-foot Service Credit Union branch at 285 Loudoun Road, including approval of three waiver requests and architectural-design recommendations. The board’s approvals were contingent on a set of precedent and subsequent conditions listed in the staff report.
Project consultants presented a site plan showing a single-story building with two drive-through lanes and a bypass lane at the rear, parking that meets the city requirement, and a proposed pedestrian connection to existing sidewalks. The applicant team said utilities are stubbed to the lot, roof runoff will tie into existing drainage to the east, and sewer demand is estimated at about 80 gallons per day—below thresholds that would require additional infrastructure review. Consultants also provided a trip-generation memo saying expected trips are lower than the previously approved retail use for the parcel.
The board unanimously granted the requested waivers (as described in staff materials), approved architectural design review recommendations and granted minor site-plan approval with conditions. Staff’s recommended architectural details included adding at least two shade trees along the northern seeded lawn strip and painting service doors a dark color to complement the siding. Conditions of approval require updated plans and responses to staff comments on landscaping, snow-storage arrangements tied to existing shared easements, pedestrian connections to the shared dumpster area, and standard precedent and subsequent conditions listed in the staff report.
Consultants said the site will use an existing shared dumpster located on the adjacent parcel developed as part of a larger lot condominium; pedestrian access to that dumpster will be improved with a sidewalk. Landscaping on the parcel will be intensified; additional trees were added to meet planning-board input during the architectural-review discussion. Lighting and the lighting plan as submitted met the city’s standards; signage will be submitted and reviewed separately.
The planning board’s approval included three waivers from site-plan standards and a finding that criteria in the site-plan regulations were satisfied by the evidence presented. Board members and staff recommended native plantings where feasible and asked staff to confirm easement and snow-storage arrangements with the property owners and the lot condominium’s recorded documents. The board concluded that the proposed credit union produces fewer trips and less sewer demand than the parcel’s previously approved use and directed staff to incorporate the standard precedent and subsequent conditions into the final approval package.
