Strafford County moves ahead with temporary container training site; regional departments invited to use it

Strafford County staff updated commissioners on plans to install a temporary container‑based training structure on county property for joint police, fire and special‑response training. County staff described the building as a relocatable, modular assembly of containers bolted together (not permanent foundations) that can remain in place for years but is removable. Initial site work will remove topsoil, address stump removal, install a central pad and provide hardened access roads. The county plans to use temporary power (generators) initially and route a water line and a hydrant extension after winter site work.
The site will be available to regional partners; staff reported outreach to Rochester and Somersworth, and those cities offered to send personnel to work parties and joint training. Presentations to the commission noted the facility will support law‑enforcement SRT/SWAT training and fire‑department live‑fire and rescue drills; the county will also coordinate with emergency‑management and public‑safety partners on logistics and safety protocols.
Staff said they will assess the old treatment‑plant building for asbestos/mold before deciding whether to repurpose it for storage or remove it; if removal is required, the county may use containers for storage. Commissioners approved moving forward with site preparation and asked staff to coordinate hydrant access and longer‑term utilities planning after winter.
