Town IT recommends removing on-site servers from 2026 CIP, shifts to cloud services

At the Sept. 15 Capital Improvement Program Committee meeting, Alton Town IT staff proposed removing a planned replacement for on-site servers from the 2026 capital plan, saying the town recently purchased servers that are expected to serve through their useful life and the town is moving toward cloud-based services.
The IT lead said the town participates in a nonprofit Microsoft membership that provides a deep discount on cloud services and that the annual fees for cloud services would be "nowhere near" the cost of continuing to maintain physical servers. "Everything is moving to the cloud," he said. The IT presenter recommended keeping funding requests for other equipment such as computers, telephones and cameras as scheduled.
Why it matters: Moving to cloud services changes the town's capital-versus-operating cost profile and may reduce the town's need for future large capital outlays for servers. The presenter said on-site server replacement was projected in the CIP for 2027 at roughly $28,000 but recommended removing future on-site server replacement from the capital plan.
Committee members asked about security and ongoing overhead; the IT lead said there would be challenges but that they would be managed. The committee did not take a formal vote; members thanked IT staff for the update and agreed to retain scheduled replacements for other IT items while removing server hardware replacement from future cycles.
