The Alton Town Budget Committee reorganized at its meeting, selecting a vice chair and authorizing deputy finance manager Carol Long to take minutes and coordinate committee materials, the committee heard.
The committee voted to authorize the expenditure of committee funds to pay Long a stipend not to exceed $2,300 to perform minute-taking and board coordination duties. The stipend will be paid from the committee’s existing minute/transcription line, which had roughly $2,700 available, committee members said. Carol Long, who serves as deputy finance manager, will attend meetings in person and transcribe minutes directly and also help compile and pull finance reports for the committee.
Why it matters: the committee has had recurring problems since a prior part-time minute taker left and the automated transcription software the town trialed failed, requiring extra volunteer time to correct transcripts. Committee members said appointing an in-house staff member who can access finance reports and set up meeting materials should speed posting of minutes and meeting coordination.
During reorganization the committee also filled the vice chair role. Committee members voted for Greg Fuller to serve as vice chair; one member said they would abstain from that vote. The committee chair called the meeting to order and presided over organization items.
Committee discussion noted the mechanics of the stipend: the committee previously used a stipend model to avoid overtime issues for minute-takers, and the last per-year stipend paid for minutes was referenced in committee discussion as $100 in a prior year. The committee chair said she would confirm the historical stipend amount and finalize paperwork (a personnel action form) to formalize the rate.
The committee directed staff to post draft minutes in accordance with statutory timelines; members said drafts must be available promptly and that the town’s livestream/video would remain accessible while draft minutes circulate.
The motion to secure Carol Long’s services passed on a voice vote. Specific roll-call tallies were not recorded in the public transcript.
The meeting ended with routine adjournment.
