Parking and short-term rentals: Under Amendment No. 5 the state now bars municipalities from requiring more than one on-site parking space per dwelling unit for residential uses. Committee members noted the change eliminates prior rules mandating a parking space per bedroom for short-term rentals. Doug Brown explained the committee’s packet reflected the statutory language and that the town will need to accept the new parking standard.
Daycare and site plan authority: Amendment No. 6 would remove municipal authority to require site-plan approval for certain home-based residential child-care providers and ensure that home-based daycare is allowed in zones that permit residential uses. The committee agreed to update the table of uses and clarify distinctions between home-based and center-based care; center-based care may still require special exception/site plan review.
Table of uses and storage containers: Amendment No. 8 is a cleanup of cross-references in the table of uses; staff will also examine how storage containers are treated as accessory structures and whether the ordinance needs a specific definition or limits. Committee members asked staff to draft clear permitted/conditional-use language for storage containers used by businesses.
No final votes were taken on these items. Staff will return with redlined language and statutory comparisons where applicable.
