The Alton Town Zoning Amendment Committee agreed Wednesday to rework the town's zoning language for seasonal cabins after a previous amendment limited seasonal cabins to designated campsites.
Committee members said the 2024 definition now restricts seasonal cabins so that cabins not located on an official campsite are effectively left out of the ordinance and lack a defined status.
Town planner Jesse MacAother opened the discussion, noting the amendment now reads that seasonal cabins are only allowed on campsites. Committee members recalled the earlier definition allowed a "small residential structure" used in summer (May 1 through Oct. 30) and a winter season (Dec. 15 through March 15) without limiting location. That prior language did not restrict seasonal cabins to campsites.
Code official Norma Dietrich read the ordinance's campsite definition aloud in committee: "Campsite is a parcel of land in a recreational campground or camping park rented for the placement of a tent, an RV, or recreational camping cabin for overnight use of its occupants." Members used that reading to clarify the practical difference between a structure on a campsite and cabins sited elsewhere in town.
Committee members discussed related ambiguities: whether RVs count as seasonal cabins (they do not under the zoning's separate RV definition), the ordinance's six-consecutive-month occupancy limit for seasonal cabins and how that rule ties to residency and vehicle registration, and the lack of a generic "cabin" definition. Several members suggested adding definitions for "cabin," "cottage," and "seasonal cottage" or otherwise grouping similar uses together to avoid unintended exclusions.
The committee placed the item on the work list for the coming year and instructed staff to draft language changes that would restore inclusiveness for cabins not situated on formal campsites and resolve cross-references in the use table.
Committee members said enforcement of seasonal-use limits currently happens mainly in response to complaints; the committee did not adopt any new enforcement measures at the meeting.
The committee expects staff to present proposed edits at the next ZAC meeting for review and to decide whether revisions should be forwarded as a warrant article.
