Alton committee proposes clearer definitions for ‘buildable area’ and building envelope

Committee members reviewed proposed changes to Article 200 (definitions) that would add or refine terms including buildable area, building envelope, abutter/buffer definitions, and pre-site-built housing language.

Doug Brown, current chair of the zoning amendment committee, summarized the packet: “So what I've provided to the committee tonight, there's a total of 8 amendments.” Several members said they favored aligning local definitions with state language for clarity and consistency. The packet includes a state-derived definition of "abutter/buffer" for notice and testimony purposes; the sponsor said the town should be consistent with the state definition.

The group spent significant time on the proposed definition of "building envelope." Committee member Norma Dietrich and others argued the present draft mixed conditioned/unconditioned space language that caused confusion. Members proposed replacing references to "conditioned/unconditioned" with "interior/exterior" to make the term easier to apply to elements such as basements, enclosed porches and decks. "It's the whole exterior assembly of the building," Norma Dietrich said, noting the committee wanted to include basement walls, exterior walls and roofs while excluding decks.

Members agreed to reword the draft to simplify the envelope definition to the exterior elements that form the boundary between inside and outside and to re-circulate the revised wording for review at the next meeting. Committee staff said they would produce a revised draft and compare the proposed definitions to state language where appropriate. No vote was taken; the committee left the item for further editing and review.
