The Riviera Beach Utility Special District board approved a work order not to exceed $1,088,878 to Brown and Caldwell for owner’s representative services related to drilling an injection well, a dual monitoring well and completing design‑to‑construction activities, adopting Resolution 25‑25‑UD by voice vote.
Utility Director Joshua Neiman summarized the scope as owner’s representation tied to the GMP 4 drilling package and design completion from 90% to issuance for construction. "The resolution in front of you, 25 dash 25, is for owner's representation, for GMP 4, which was approved during the August 20 meeting," Neiman said.
One public commenter, Joseph Bedford, asked whether staff had performed a cost analysis to justify the price and whether the city had compared the fee to industry standards. Bedford said: “I just really would like to know if there was a cost analysis done on this.” Board members responded that the owner’s representative role is intended to ensure project spending follows standards and the city’s budget and noted prior budget amounts for wells referenced at earlier meetings.
Nigel Grace of Brown and Caldwell answered board questions about the firm’s contract categories and confirmed that Brown and Caldwell is one of several firms on a city master agreement for water supply and treatment work; he said the work under this task order aligns with the water treatment category in that agreement.
The board approved the work order and directed staff to continue oversight and provide public briefings as projects progress.
