The Riviera Beach Utility Special District Board approved an updated five‑year capital projects plan on Sept. 17, adopting Resolution 29‑25‑UD by unanimous vote.
Staff described the capital improvement program as a multi‑year planning document; only fiscal year 2025–26 in the five‑year horizon is funded, consistent with the city’s normal budgeting practice for multi‑year capital plans. "This is the capital improvement plans for the Utility Special District. This is the funding that helps facilitate the capital projects for the district, remembering that 20 25, 20 26 is the only year that's funded," staff said.
Board members asked for and received an update on the new water treatment plant schedule. Utility Director Joshua Neiman said Florida Drilling — the contractor for injection‑well drilling — should mobilize within about 30 days, and staff expected delivery of the GMP 5 package for the plant’s major construction elements in 30–45 days. Neiman said the GMP would require negotiation between the joint venture, the owner's representative and the city before returning to the board late in 2025 or early 2026.
Board members also discussed contingency planning and the possibility of a “plan B” if GMP pricing is higher than anticipated. Several members asked staff to be ready to pursue alternatives to keep the project on schedule.
Resolution 29‑25‑UD passed on a unanimous roll call.
