The Riviera Beach Utility Special District Board of Directors adopted its FY2025–26 operating budget on Sept. 17, approving Resolution 20‑25‑UD by a unanimous vote.
City Manager Jonathan Evans told the board the resolution adopts the operating budget for the utility district and said there had been no changes since prior budget discussions except for funding identified to cover a stipend the board had just approved. "The item before you this evening is resolution 20 25. It is the resolution that would adopt the operating budget for the utility special district," Evans said.
Members asked detailed questions about capital costs tied to the new water treatment project during the budget discussion. Board members pressed staff about a previously cited $5 million estimate to connect piping between an existing and a new plant that staff later discussed in a broader context as part of a larger conveyance and well system estimate. Utility Director Joshua Neiman said the larger figure referenced piping and conveyance work for wells and raw water lines and offered to supply an isolating estimate for the specific connection requested by the board.
Utility staff and board members said the larger plan numbers reflect wells, conveyance piping and treatment facilities; staff said a community outreach sequence will break down the cost elements for residents. Board members asked staff to provide a written breakdown of the piping‑only estimate for the next meeting or by email.
The resolution passed on a unanimous roll call. The board also voted to move forward with associated capital planning items discussed later in the meeting.
