CCB grants conditional license to independent social-equity consumption lounge; another attached-lounge item tabled

The Cannabis Compliance Board approved a conditional license Sept. 18 for Anacol LLC, a social-equity applicant, to operate an independent cannabis consumption lounge in Las Vegas and later approved a 20% internal ownership transfer tied to that same entity.

Division Chief of Investigations David Staley told the board that Anacol (application ACON82200090) had “submitted all information required to move to a conditional license status” and that investigators developed “no areas of concern.” Bernard Garth, identified by staff as Anacol’s owner, told the board he planned to operate a membership-focused lounge with curated events, live entertainment and cannabis cocktails and said he has been speaking with other operators to learn common pitfalls.

Member Amber Berry moved to approve the conditional independent consumption lounge for Anacol and Member Meserena seconded; the motion carried. Staff reminded the applicant that local approvals and final inspection by CCB inspection and audit divisions remain required before opening for business.

A separate agenda item for a retail-attached consumption lounge submitted by TRNVP098 LLC (application ACON82200076) was discussed but tabled to the October meeting after the board and the applicant disagreed about the county for which approval had been requested. David Staley said no areas of concern were developed for TRNVP098, but the applicant said the proposed lounge was intended for Story County and local zoning and approval requirements remained unresolved. The board voted to table the TRNVP098 item and asked staff to check records and return the matter at the next meeting.

The board’s approvals were conditional: all applicants must complete required local approvals and a final inspection before opening.
