Leon County annual report highlights $60M water projects, housing financing and park expansions

Leon County's 2025 annual report highlights roughly $60 million in septic-to-sewer projects, expanded parkland and trails, $183 million in bond financing paired with direct county funds to support more than 1,200 affordable rental homes, and preparations to host an international cross-country championship that county officials say will draw thousands of visitors.

The report, presented to the Board of County Commissioners, said the county removed more than 700 septic tanks, invested $1.6 million to revitalize the Lake Munson Slough embankment and undertook water-quality projects in the South Bridal area. County maintenance and operations in 2025 included management of more than 600 miles of roads and nearly 700 miles of stormwater ditches, the report said.

Those infrastructure investments were paired with park and community projects, the report said, including conversion of the historic old Concord School into an almost 8,000-square-foot Miccosukee Community Center, a new segment of the Saint Mark's Headwaters Greenway, the county's largest dog park at Apalachee Regional Park and the Fort Braden Family Resource Center in partnership with the Children's Services Council of Leon County. The county said it added more than 100 acres of green space in 2025, bringing the total to about 3,400 acres of parks and nearly 50 miles of trails.

On lighting and safety upgrades, the report lists 18 street-lighting projects and 15 bus-stop lighting upgrades, and it says nearly 20 miles of new greenways, trails and bike lanes were completed in 2025.

On housing, the county reported increasing annual gap financing to $500,000 and combining $5.8 million in direct funding with $183 million in bond financing to support more than 1,200 affordable rental homes. The annual report also highlighted services for veterans, stating that Leon County veterans and their families secured more than $40 million in earned benefits in 2025. Tourism and events were another focus. The report said the county welcomed more than 2.4 million visitors in 2025, generating over $1.3 billion in estimated economic impact, and reported attendance of more than 25,000 at amphitheater concerts and nearly 300 supported community events. It also said Leon County will welcome an upcoming World Athletics Cross Country Championships at Apalachee Regional Park, which the report said is expected to bring about 550 elite athletes from 60 countries, roughly 10,000 spectators and an estimated $4.3 million in economic impact. The report described the event as the first time the championships returned to the United States in more than 30 years.

The report noted the county held its millage rate flat for the 14th consecutive year and described the budget and staffing ratios as low compared with peer counties, while acknowledging a significant amount of property off the tax rolls.
