County appoints 21-member Charter Review Committee and lowers citizen-committee majority threshold

The Leon County Board of County Commissioners appointed a 21-member Charter Review Committee (CRC), adopted the CRC bylaws, and approved a change to the bylaws so a simple majority of the committee can forward proposed charter amendments to the board.
Appointments and bylaws The commission approved a slate of 21 appointees drawn from nominations across the board; the membership includes community leaders, former elected officials, and residents. During the meeting commissioners named their individual appointees (full list recorded below). Commissioners also approved procedural bylaws for how the committee will operate: meetings twice monthly beginning in October and running through February, with public hearings in June and July if the committee advances proposals.
Change to voting threshold Commissioner O'Keefe offered a substitute motion to change the bylaws so that a simple majority of the CRC (not a two-thirds majority) is sufficient to send proposed amendments to the board; that substitution passed by a 5-2 vote. The board then appointed the committee and confirmed the bylaws as amended.
Why this matters The Charter Review Committee can recommend changes to the county charter that, if advanced by the board, could appear on a future ballot. The committee’s timetable runs from October through February for its initial deliberations and may hold public hearings in June and July before forwarding proposals.

Next steps The CRC will begin regular meetings in October in the main library (21 members require a larger space) and the board asked staff to return any legal analyses requested by the committee in time for the committee’s public hearings.
